Agency activities provide the critical interface between ship and port, police and custom authorities. When sailing in Romanian waters and entering Romanian ports, ships have to comply with regulatory requirements, proper mooring areas have to be allotted to the ship and all the pertaining documents have to be ready and adequately taken care of. This can include the inspection of ship’s papers – including a passenger and crew list – by the port authority, by customs, the issuance of a transit permit and other port formalities.

Physical presence of port agents ensures that the responsibility is taken on by the company providing the shipping services and from the part of the client, the fact that there is no illegality involved in the ship and its crew anywhere.
